Vodou is a religion not a magical system. You are thinking about Hoodoo which is African American folk magic. Poppets are used most often in Hoodoo. However you do not need a poppet in order to perform magic. I would answer this by saying if you can still put the appropriate items inside the doll and use the doll in the way you need to then you can use it for Hoodoo.

In any magic the object used mush have a strong sympathetic connection to the person or event that the magic is being directed at. Many practitioners use items from the body of the person in question but a photograph or even a written name can be used. It is after all just a tool to focus the power of the practitioner. As you will so will it be.
