Your problem could be the fuel pump, the harness running along the frame, or the pump test wire. First, crawl underneath and disconnect the large gray plug near the gas tank. There is a white or red clip that locks it together, pull that out first. With it disconnected, try a fuse. If it doesn't blow with the ignition on, its the pump or the wires leading to it. Either way the tank's coming out. If it does blow, the problem is elsewhere in the electrics. Check that your pump test wire isn't accidentally grounded. It is a gray, single wire connector, dangling in mid air near the battery, and should not be connected, nor touching anything. If that is ok, open the under hood fuse/relay centre and pull out the fuel pump relay. It tells you which one on the inside of the lid. Disconnect the electrical plug at the tank and put a test light from the positive terminal of the battery to the pump test lead. The light will be on indicating a short. Go underneath while someone watches the light. Pull, tug and move the wiring harness along the frame. When the light goes out, the area you just touched has the short. Open the harness and do a repair. Just remember to reinstal the relay and fuse before trying to start it.

The short is right behind the distributor, the harness runs over the back of the engine and rubs through the insulation.Repair the wire(s) and cover with a rubber hose, this will fix it.I dropped the tank, replaced fuel pump did not fix, finally talked to a GM driveability tech, had problem solved in an hour.
