Put simply: A person cannot ask themselves a question if They already know the answer.

I understand what your asking.
I used to say to colleagues when they wondered why I didn't think to ask about something of which I was unaware:
"How do I know I don't know something when I don't know I don't know it?"
If I already knew something existed, why would I ask if it existed?
Or, as you say,
'Why would I ask a question if I already knew the answer?'
