Wear light purple over the lid, then draw a line above it in the crease with a dark brown and finish it with a shade a little lighter than you skin up to the brow. Use purple eye liner and brown masscarea. You can buy an eye color enhancing kit by Almay if you want all this in one.

In my opinion, green eyeshadow would work best for you. It would contrast with the brown in your eyes and pick up the bit of green. Also, since you said that you have slightly tanned skin it should contrast well. On all the shows I watch on Style Network, etc. they always say to use a lighter shade on the large part of your eyelid and put a darker shade of the same color in the crease. To make your eyes pop you can put a cream color in the space below your eyebrow. Hopefully, by using colors that contrast with your eyes and skin tone you won't have to wear very much eye shadow. I have the same situation, except my eyes are blue. I use this "technique" but with different colors and it works. Hopefully this will help you.

ok, here's a good way to show off ur eyes. put on eyeliner ( NOT LIQUID EYELINER!!!!), both on the top of ur eye, and on the bottom, but just outline ur eyelid on the top. then add a thick sweep of eyeshadow, just above the eyeliner. make the eyeshawdow line thin, but thick. then with a brush (blush brush, or eyeshawdow brush work, or anything to help u smear the eyeliner), lightly blend ur eyeliner with the eyeshadow. dont completely blend it, just push ur eyeliner into the eyeshadow. DO NOT SMEAR ALL AROUND UR EYE!!! before u kno it, all the guys will die for ur eyes.

Green eyeshadow brings out brown eyes.

They say to wear the color that is the opposite of your eye color, and I have light brown eyes so I look best with pinks and greens and sometimes even gold. I'd say try that..

Try to wear a golden color or light browns accented by a white.

Also try a tinted green mascara, to bring out the green a little more.
You can by it at a CVS for 4.00 by maybeline!

Good luck

khaki green eyeshadow with a bit of gold it it....
can be used as a liner...
chanel makes the prettiest eye shadow quads....
they look neutral but will do wonders for your eyes in a very sublte way....
play with shadow & light...put dark shadow on the areas you want to recede..place light shadow..on areas which you want to highlight.....
line your eyes with a dark brown..or khaki pencil .... brush on a skin tone shadow..on the lid..and a pale pink or peach on your brow bone...
finish off with mascara....

Try the MAC pigments. They come in a huge range of colours and are beautiful in texture- you don't even feel like you are wearing any makeup. When you apply the colours they come out vibrant and have lots of hold but you can tone them down using a neutral colour/shimmer over the top.
