I think it is because most people would rather ask questions than answer. So, to keep it going and to have an appropriate number of answerers for each question--they do that.

You're not being docked. Think of it as all your answers being your answer bank.
When you ask a question, you're spending some of it.

Maybe it's to discourage ignorant/stupid/thoughtless questions. If that's the case it doesn't work very well!
