What you are thinking is a good idea.
My first thought costs money, but give it some consideration. If you have an old hard drive, consider replacing it with a larger new high speed drive, like a 7200prm with larger cache.
If you stay with your current drive, the process to wipe it is easy. Boot with the Vista CD, and when prompted, have it delete the partition. Once that is done, have it do a normal, not quick, format. It will continue with the Vista install immediately after that.
It's part of the Vista install, so you don't need to use any other program.

If data on your hard disk is corrupted it is advisable to format the hard disk and reinstall the operating system (usually Windows XP). If a new hard disk is used, you may prefer to partition the hard disk into 2 or more drive. That is what it will do format the drive and if i where you i would check compatibility for you're PC first vista is off to a rocky start

Start computer with floppy or CD , when you get to a:\ type the followings
a:\ format c:/s then press enter and follow to the end of format.
