They have the ultimate power - they control the purse strings.

They also have an obligation to protect America, and, despite their campaign promises, they know deep down that pulling our troops out prematurely will have devastating consequences.

Congress did not declare war. The United States has not declared war since World War II. The US is simply at war. Second, the reason they don't bring the troops home is because they are afraid what will happen in Iraq if they do.

Congress can issue declarations of war, but it is the president (as commander-in-chief) job to order the troops into battle. And, it is not necessary for congress to declare war in order for the president to send troops into battle.

They are actually giving the president the right to go to war, not declaring war per say.

Edit: They do have options and one of those is to reduce or withold funding which will force the president to bring them home. The president is the comander in chief, he has all the power over the armed services. But not the power to pay for it .

No President in our history has ever asked Congress for permission before he took this country to war, not even Washington, he asked after he had already started the war with the British. All have asked after the fact! This President was given permission to wage war without seeking approval of Congress. Congress has never used the power that the Constitution gave them, they never even tried! Guess they all wanted to be able to say "Not our fault" if it went wrong!

the congress does not declare war, they really approve the presidents request to declare war. dont forget the president is the commandor in cheif.

Because they are so spineless and politically opportunistic they would always bring the troops home before they could complete the job.

They do have the power. They can cut off funding and impeach, however Pelosi, Clinton and Dean are all closeted Bush loving, warmongering neo-con shills...... the rest of our congress members are just pvssies.
