It's very simple...
Steps:
1. Bundle up baby.
2. Put baby in car.
3. Get in car.
4. Drive to local grocer.
5. Go to the baby food aisle.
6. Many different options, I would sugest the "Biter Biscuits" or the "Zweiback Toast" both by Gerber.
Most cookies baked at home would be too soft to handle any kind gumming and would fall apart in seconds.

You mean like regular sugar cookies. I wouldn't give them at all to babies since they are still on solids and not even chewing yet. Wait to give them cookies until they have all their teeth in and they can enjoy the cookies. 5years old may be the youngest age to kid's that would start to enjoy cookies.

I don't know that you can make them......or how actually. Gerber makes them and so do some other brands. I am not sure how old they have to be though. Gerber makes Biter Biscuits, but the box says that the baby has to able to chew solid foods before he/she can have them. Check out the baby food section of the store.

I have no idea how to make them. Gerber makes cookies and stuff like that for toddlers but i give them to my 6mo old. I just make sure she is sitting up and i watch her. The box does say for kids who can chew but they are very soft and my baby loves them. The banana cookies are her favorite they are shaped like bananas and easy for her to hold. The key is it needs to be big enough for them to hold and soft enough to pretty much dissolve in the baby's mouth.

Try purchasing teether biscuits by Earth's Best and I think that the baby must be 8 months old.
You can try a cold damp rag or you can try those mesh bags that you put pieces of fruit in.
