Culture my friend. We (blacks in the USA) have chosen foolishly. High crime has been a plague with us. After Dr King was murdered our best leaders just quit. Then all the real duds rose to the top. Why we (as a people) can't get behind someone like Colin Powell, I do not understand. We choose to follow idiots like Jessie Jackass, Al Sharpton, and Henry Lyons. With leadership like that, we will all be in jail someday.
We have so many "good" men to follow, but we seem to choose the crooks.
Maybe sin may have something to do with it.
I pray we can open our eyes before we hurt ourselves, and everybody else. Would you pray for us? I will not be too proud to say thank you.

Because they have committed a crime against society.
Many for drug usage or trafficking, some for fraud and forgery, and still others for major offenses such as robbery, manslaughter or murder.
Of the first group, most have been guilty of little more than the crime of seeking escapism through the use and sale of illicit products. Others by reason of need, often brought about by the lack of productive employment, and further complicated by the lack of education. Of the final group, these are perhaps the incorrigible souls found in all societies and races.
Since you haven't ask the question, "compared to....," I'll not go there .... except to refer you to the last sentence of the paragraph above.

at least they have a good crime, like stealing or shooting. white males are put in there for child molestation and they turn out gay after prisn
