Although I don't know for sure who designed this outfit, I would recommend checking stores such as Forever 21, Charlotte Russe, White House Black Market, Arden B, or department stores. You really just need a tailored white shirt, vest, flared shorts, and leggings. You could find them individually and put them all together to create the outfit.
If that idea doesn't suit you, I would try e-mailing the source of the picture or a magazine (with a copy of the picture) asking where that outfit is available.
