The JHITS contract has an estimated contract value of $250 million. A contract (under U.S.A. law) has specific requirements. Whether it is with DoD (Dept. of Defense?) or General Motors, General Electric, or Mr. Joe Blow, doesn't make any difference. It can be about Mr. J. Blow and another company about toilet paper deliveries.
So, the answer is that a telecommunication contract does not, per se, involve the DoD; it can involve any two (or three, five) parties.

IT would be a DOD contract if the contract was made with the DOD regardless of what it was for.
