As to hindering the unity of the community, just think about it. You have all of these different people coming from these varying backgrounds which brings different morals, beliefs, ideas, view points. It is quite a challenge to come together as one when so many different ways and insights are being brought to the table.

I guess its because of pride(national pride, ethnic pride, racial pride, whatever...); people don't wanna put away their differences for a common cause--unity. Another reason would be prejudice, people are afraid of other groups because they heard rumors or something, for example christian and muslims--the people are afraid of each other. With all thse every1 would either hate each other(as they do in the balkans) or fear each other( like gangs) that no1 would have the courage to go past their differences...

It will be hard to pass a by-law that would meet with everyones approval.
