then why do you not see it reversed top to bottom?

A reflection is the result of STRAIGHT beams; Your left is the mirror's right. When you face someone, you can grasp their right hand in your left hand. Hope that helps.
FYI and you can look this up, the image that is put on the back of the eye IS upside down. The brain turns it right side up. Pretty cool, huh?

Because a mirror image is an exact reflection of you...it is not a fun mirror.
