The push would have to overcome the friction of the car's contact points with the ground...in this case, the tires. In order to overcome that friction, the pusher has to push against the friction point, in this case, the ground.

for every action there is an equal & opposite reaction.......if you push the car from within the car.......[depending on the force applied] the best you could hope for is riping the car apart.......you would have to apply lateral force to the surface the vehicle was resting upon in order to attain movement.
