language barriers create a multitude of problems - the first being that students who can't understand their teachers aren't going to learn very much. Then the problem subdivides - if the teacher spends extra time with these students to help them understand the concepts, that teacher is depriving the rest of the class of valuable teaching time.
Language barriers provide more subtle problems as well. Even someone who has learned to speak a language and can read the words in a book proficiently, does not always understand the submatter - the cultural references, the slang, the idiomatic phrases that are part of every language. It is very difficult to totally comprehend a language that is not your native tongue.

I see this differently than the other answerers have so far. I live in an area that's being overrun by immigrants, many illegal. Most of them do not speak or understand English. What's happening now is that our school system is spending tons of money on ESL classes for these kids, while the rest of the children are taught almost nothing. The teachers are too busy helping kids learn the language, rather than teaching the children all the subjects required by law.

Everyone is losing in this one. The first day of school in August 2005, they had NO paper, NO pencils, and not enough books to go around. The money was spent on ESL.

Here are two examples.
If you asked your question in a language that I did not understand, I could not know what to answer and you would not learn form it.
If I did answer your question , but in a language that you did not understand, you would also not be able to learn from it.

There are two aspects to language. One is simple vocabulary and grammar. This is basic. The other is the need for a more advanced vocabulary where the special words involved with the topic must be known in order to understand the instructions and answers , even when it is in the same basic language. That is why it is a good idea to have access to a good dictionary and a Thesaurus.

One would hear the English words, translate them in their head to their normal language , then speak the words in English. This means that there can be a delay in answering a question or contributing in conversation.

Had a math teacher, couldn't understand a word he said....however I was always good in math, so I skipped his lectures, and studied myself, and did well.

On the other end, students would have to meet with professors, take good notes or have notes taken for them if they have a hard time understanding the professor.
