I live on a busy street and I was thinking about planting a hedgerow close to the road to restrict noise. Has anyone out there done this before? If so, did it work? What kind of hedges work best?

Many items will help to block noise, including hedges, fencelines and other decorative borders.

The bottom line is "reduce" not eliminate. The best you can hope for is to block some of the noise in direct lines, or most likely, reduce or redirect it somewhat. Are you planning to put hedges on your driveway? All the way around your house? How high?

Yes, you can reduce some of the noise, but not block it, unless you want to "bubble" the house. If your living room or other rooms are on that side of the house, you might consider other options, such as double or triple paned windows and thicker window curtains/coverings to help block the noise as well.
