That's an interesting question. You probably didn't get any responses because no one knows what you mean by "extended network banner." I'll take a guess, though. You want to create a graphic image about the same size as a banner that you would find on a web site, and you want to create the banner using icon files?
OK, first, do you have the icon files saved on your computer somewhere? Are they standard graphic formats, like .GIF, .BMP or .JPG files?
If so, then first open Microsoft Paint (Start > Programs > Accessories > Paint). From the menu, select Image > Attributes and set how wide and how high you want your image to be. For a typical banner, the image size is usually anywhere from 400 to 700 pixels wide by 60 to 90 pixels high. You said you wanted an "extended" banner, so I don't know if that means you want one that's taller than usual or wider than usual, but you can choose your own size.
Next, from the menu, select Edit > Paste From...
Choose an icon file that you have on your computer and click Open. The icon will be pasted into the image and will appear in a dashed rectangle. You can drag the icon and place it anywhere you want in the image. Do this repeatedly until you have a banner full of icons. Then save the file with a .GIF extension and you should be able to upload it to your web page.
