The long johns come without pockets, so if the hero wants to carry his drivers’ license or some spare change, or the key to his batmobile, he has to have pockets somewhere.

If they wore the undies underneath they would have the DREADED VISIBLE PANTY LINE-it just spoils the sleekness of the tights. Besides if they wore them underneath they'd look like male ballet dancers-does anyone take the way male dancers dress seriously?
The real reason is censorship-when superhero comic books were first drawn the censors thought that the tights looked obscene so the artists had to draw pants on top of pants.

Only in the movies will you see such a thing. It's to make them stand out from all the normal people. If I wore my white Jockey underwear on top of my Levis I would be arrested.

lol i don't know. i'm positive that modern superheroes aren't actually wearing underwear, it's just part of the pants that are a different color. it does look like underwear though, maybe the first superheroes wore underwear on the outside as spares, in case they messed themselves during their battles.
