All reports I have ever read are that these are scams. Machinery (or interns) can stuff envelopes much cheaper than individuals working from home who get paid by the envelope. There are direct mail companies with the capabilities to stuff thousands of envelopes an hour at a minimal cost.

"Work from home jobs" are almost non-existent. Adverts for envelope stuffing, data entry work, and home-based telesales etc. are 99% scams.
The only way you can make money working from home is by working for yourself. You might like to check out the following idea.

Do you have any work experience? If so in what field? You should investigate any work-from-home opportunities in that area first. If you are an experienced transcriptionist there are a few companies that provide opportunities. If you have administrative, graphic design, coding, writing, or other similar skills try sites like Elance or Guru. If you are a writer you could try those sites or other pay-to-write sites. If you have experience in customer service, some large companies sometimes hire at home agents. Travel agencies and dedicated work from home companies do this also. I hope everything works out!

It could be ligitimate but something that easy and convenient has been known to be a scam. Whatever you do, don't send any money for a "starter kit".
