.bin will open with with WinISO www.winiso.com or WinRAR www.winrar.com. You need a .cue file to burn it (instruction file).

bin/cue files are image files. You need a program like Nero to use them. Do a web search for KVCD burning, Bin/cue, etc. and you should find what you need.
