The browser sends requests to the webserver to retrieve the page. If it doesn't receive a response within a certain period of time, it displays a time out message.

There are many reasons for this
- the website might no longer exists
- the server might be temporary down
- too many people might be trying to access the page and the server is busy
- your internet connection might be poor and the requests are being lost

Some web sites set a time allowance so as to facilitate the largest number of hits. They want to ensure that you don't go to their site, get called to the phone, then sit and talk for an hour thus tying up their site needlessly. Some sales sites do this so a potential buyer doesn't take all day making up his/her mind.

4 reasons!

1- ur net speed is slow ...

2-ur firewall is restricting that site for not opening

3-some one has blocked that site .. look IE Right click Properties > Privacy > sites ...c is site there in Block list ...

4- The site is Offline ... it happens many sites while they update their site contents ... it can be as long as 2 days ... like wise ..http://games.yahoo.com/ch ...remain offline for atleast 2 hours and maximum 2 days, for updating purpose . .. Option (4) is very common ...but anyways try 1st three options..then consider 4 ...all done bye
