I've seen people doing it where you have your index and middle fingers up and then your ring finger bent at the middle knuckle and then your pinky up. What does it mean?

It means they got their ring finger caught in some sort of machine and was unfortunately cut off. So they are simply waving at you. Hope you waved back.
