Secretary of state is essentially "Head Ambassador" for the US.
Her job is to go to different countries and discuss potential treaties, make deals, generally try to kiss the right butts to get other countries to do what we want while thier ambassador's kiss her butt to get what they want.
She's sort of the President's messenger girl to other heads of state.

To spread good will around the world for her boss, Mr. Bush. Bush should take a page out of Nixon's book of tricks and visit foreign countries himself even if we are not particularly happy with them. Sitting at the table and having a discussion, even with an idiot like the president of Iran, can often lead to the beginning of peaceful negotiations. When a president keeps pointing fingers and announcing that a particular country is making trouble and should be possibly silenced is a bad way to find peace in the world.
