To humankind, no. To the Chinese government, that doesn't want to deal with feeding more than a billion mouths, yes. It's all in perspective. Unfortunately for the Chinese, the only perspective that counts is the government's.

Define fair. Is it fair to the individual Chan in the street that he only gets to have one child? No. But is it fair to the Chinese population as a whole? Yes.
The Chinese are trying to prevent overpopulation that has the potential to cripple their nation. Imagine this: One out of every five people in the world lives in China. Chinese society traditionally has encouraged having large numbers of children. If this tradition continued, China would outstrip its ability to feed its people.
There is an interesting precedent. In Thailand, they started doing free vasectomies on the King's Birthday and the anniversary of his coronation. The quality of life for Thais has increased remarkably as the birthrate has gone down.

I wish they would bring this in in the UK.Every time a woman here gets another sprog,the government throws money...taxpayers money.. at them.There is no incentive to keep the number of kids down.If benefits were given to the first child only (or maybe the second too) then women(unmarried mothers in particular) would think twice about getting another.If you want more children...fine..but YOU pay for them.I'm fed up of paying for other people's kids.

Your statement is not strictly true.
Farmers are allowed more than one child and people living in the economic development zone are also allowed this.
According to the Universal declaration on human rights, no it is not fair.

That USED to be the case - but it hasn't been for several years - the population was falling too fast so they reversed the situation and started paying for women to have a second and third child.

No it isn't. But it also isn't fair that people in Ethiopia are having kids that they can't take care of either. That's life!!
My philosophy is, if you can afford to take care of them and you are emotionally and mentally able to, you should be able to have as many as you want.
If you can't afford them or are mentally unstable you shouldn't be allowed to have kids.
