hahaha because these people have so many shoes thats why they want to throw wherever they like.. just kidding..

usually when you see these things, they are probably from a bad neighborhood, below the poverty line, and maybe some illegal drug activity & of course gangs. .. each area or city represents it differently. it could signify a dead of a gang member or signal that there are some drugs sold in that area. OR it could be a bully in that neighborhood. whatever reason it is, it's best to avoid that area.

Often times people feel that they are leaving their "mark" or something about them will be remembered in that neighborhood. Its sort of a community building mentality. When you see shoes from decades ago, it makes you feel as though previous generations were there and experienced similar things that you did in that same area.

It means you can buy drugs there. I only see this from the commuter train when going through some really tough neighborhoods.

It's not on purpose.....it's a prank, or a way to bully somebody. You tie the laces of the shoes together, and throw them up until they catch on the wire. But, I don't know from experience.....

I've heard it's supposed to mean that someone in that neighborhood died. I also heard that if you say bloody mary three times and flush three toilets at the same time that you'll see the devil in the mirror but we all can't believe folk tales.

Just kids having fun being meanies. I don't think it's neighborhood-specific. I've seen it uptown, downtown, and out of town.

Well maybe it stand for a sign in a neighborhoods or maybe in the getto thats how they do.Or maybe they just do it to do it.
