No one likes this answer, but dadgummit, it is the truth = liberty.
It takes all of these three things together:
1 private property rights (it is my dream in life that people would understand this)
2 free markets
3 rule of law
I always recommend this book to people. At the very least they get a perspective that is never discussed in the media.

I only have an answer to how to solve the problem of poverty in America.
1. Stop sending jobs overseas. Penalize heavily any american company that takes their jobs overseas instead of hiring americans.
2. Deport illegal aliens and encourage companies to hire americans. Anyone who has watched "Dirty Jobs" on Cox channel 23 knows there are no jobs americans won't do! hire us!
3. Pay a livable wage.
4. Universal health care. there is no reason on God's good earth that people in the richest country in the world should be unable to afford health care.
5. Free quality education under a national standard. Most schools in poorer areas do not educate our children to succeed at higher education. This must stop. In the richest country in the world, elementary and high school education should be free and equal. Children in poor areas should receive the same resources as children in rich areas.
6. More schools, opportunities and rehabilitation -- less prisons. Although i believe that there are some people you just can't change. People who have been convicted of non violent offenses should be given the opportunity to redeem themselves. But if no one will hire them what are they to do? Give tax credits to companies who hire ex-non-violent offenders. After all, they're getting out some day and coming back into our communities i would rather see them have real chances to succeed. This is preferably to the alternative--(back to crime!)
Encourage Nationalism: Nationalism is not a dirty word! We need to be able to get alone with each other before we start trying to solve other people's problems. Charity begins at home!

Boy, that's a tough one. First, Americans have to do whatever they can to improve their reputation in the world if they hope to have some credibility in trying to initiate change.
Second, I wish the idea that war solves anything would be removed from the public consciousness.
Having said that, I think helping to create some sort of infrastructure in impoverished nations would give people a chance to get educated, find work, and in general improve their living standards. Pretty much the "teach a man to fish" theory.
No easy task would be an understatement!

sending food is all well and good, but it alone won't solve a thing, they'll just be hungry again an soon, we need to teach them to be more self efficient, grow their own food, tractors, seed, supplies, all focused on teaching, these people to be more self efficient, give a man a fish, feed him for a day, teach a man to fish, feed him for life. thats the principal I live by.
