Depending on the onboard video of the laptop and configuration this could be done two different ways. Most laptops built within the past couple years with S-video and VGA outs will have a hardware switch that allows you to switch screens. Most will be a combination of the function "FN" key and one of the f keys. Many of the newer Gateways the combination is fn + f4, I believe Dell and HP/Compaq is fn + f6 although I am not 100% sure without looking at one.
Laptops with ATI and some Nvidia video, you can do this by taking the following steps:
Right click anywhere on the open desktop and click on "properties".
Opening the Desktop dialog box click on the "settings tab"
Click on the "advanced" button.
Click on the display (for ATI) not 100% sure with Nvidia without having it in front of me.
Select your primary display and it will send the image to the television once you click "OK"

As stated previously text will appear fuzzy. You will have to lower your laptop screen resolution to 800x600(or possibly lower) before the television will be able to synch properly and provide a stable image. Televisions also suffer from "bloom" when brighter colors are used. There is a special TV palette of suitable colors to use, if your software allows you to customize. Lastly, many CRT based televisions have a bezel that masks the outer 1/2" of the picture tube. That will force you to not to use maximized windows. Good luck, but my testing has been less that suitable with a Sony WEGA televison.
