sometimes you can have older programs run on XP by running it in legacy OS mode. Right click on the icon, click on properties. then compatibility tab. click on the 'run this program in compatibility mode for:' and choose windows 98.
Hope that works. If not, you can get used computers from various sources, such as ebay, surpluscomputers.com and other used computer stores.

i have a 95 but it needs to be reconfigured i think i made a floppy for the OS but i havent tried to reboot it yet
