What I mean is when a teacher has obnoxious kid and they don't shut up. So she does not do anything, but when I do something wrong she gives me this dirty look. What the heck.

Well so far the kid has not stopped. So ignoring is not really helping.

perhaps she knows that you will respond to the dirty look and actually benefit from it, and the obnoxious kid isnt going to change no matter what. It can be a real pain for the other students and the teacher to have a kid who disrupts class constantly, but a teacher can only do so much, and as I tell my students, a lot of the time class is a dry run for life. You're gonna meet the same kinds of people in life that you do in school. The earlier you figure out how to not let them get in the way of achieving what you need to do, the farther ahead you'll be..

As you go through this world you will find that some people, no matter how obnoxious they are, will always get some sort of attention.
Teaching these kids if very difficult especially if you have never been taught how. Discipline in the classroom is becoming more and more obsolete because the Administration does not support the teacher, therefore the teacher becomes a candidate for a law suit or worse.
If the obnoxious child is always this way then the teacher has given up on disciplining him. You, on the other hand are getting those looks because she knows that you will straighten up and probably succeed in the classroom. So don't take things too personally, just keep your behavior on the straight and narrow and you will cease to get those looks and feel a lot better for it. :-)

The teacher may be trying a number of things to stop the other student's poor behavior, and you might just not be aware of it. If the teacher is the only ignoring the behavior and all of you students are still paying him attention, then he's not going to stop. EVERYONE has to stop allowing him to be obnoxious.
There may be more to this student's background than you realize. You never know what sort of a life your classmates may lead outside of the classroom.
You also have to realize that if this is how the student normally behaves, then there is a certain level of tolerance your teacher has given him. If you're normally a really great student, then she's going to expect more from you. She also knows a dirty look to you is going to be effective, whereas a dirty look to your obnoxious classmate might do nothing.
I'm guessing she's just as frustrated with him as you are.

Yikes, what grade are you in? Is it your English teacher?
If so, she has her work cut out for her:

On the credit side, you spelled obnoxious correctly.

As for an answer, I can't say for sure. Remember - I'm getting only one side of the story.
Some possible answers:
1. Maybe she's afraid of the "obnoxious kid."
2. Maybe the "obnoxious kid" has clout - a relative who has influence with the higher-ups.
3. Maybe she simply doesn't like you.
4. Maybe she considers you even more obnoxious than the "obnoxious kid."
5. Maybe your perceptions are too subjective and biased.

Some teachers play favorites, and some teachers may dislike you for reasons you can't fathom. I had a teacher yell at me for SMILING in class once (because everytime she made history up in english class, I'd smile at her), and I've had teachers appoint the absolute worst students possible for leadership positions (drugs users, thiefs, etc). Hopefully you won't have this teacher again. I suggest you do ignore the problem; ignore the teacher when she gives you dirty looks. Otherwise, just try to survive the course.

The obnoxious kid is trying to get attention. If the teacher and students ignore his behavior he will stop.

Favoritism perhaps? Try not doing anything wrong. Then she won't have a reason to give you dirty looks.

that's the era we live in. The minute the teacher disciplines the kid (who clearly doesn't get it from their parents) the parents cry law suit. I say smack the parents around a few times instead.

two wrongs don't make a right. She trying to ignore the other's guys behavior so he does not use misbehavior to get attention. Look to your own behavior
