Most penguins don't stand around on ice. Some like emperors and adelies do but the rest don't or don't very often. The only contact between the well insulated feet and the ice is the thick horny base of the feet which has a rough surface and big claws for scrambling up rocks and ice. The penguin's body is very well insulated with feathers and blubber so little heat is lost to the outside and there is a good blood supply to the feet.

I have a copy of that book, because I supplied one of the answers in it! But not the one about the penguins - it was the one about the effect of helium on the human voice.

Yes, penguins use heat exchangers to cool the blood before it reaches the feet and then to heat it up again when it re-enters the body. This prevents them losing too much heat through their feet. It doesn't, on the other hand, explain why they don't freeze.

If they're like wolves, they have a heat exchange system where the blood from the heart flows on the outer layers of the feet, and as this is warm, it doesnt freeze, only loses heat to the outside. This colder blood then flows back to the heart in the deeper layers of the feet, and absorbs heat from the outer warmer blood, thereby not hitting the body too cold and causing heat loss problems. I think thats how it works anyway

Many (most?) birds have a special way of re-circulating the blood that shunts part of the blood back into the body without going into the feet. This conserves their body heat and keeps just enough blood going to the feet to keep the tissues alive.
