It is the classic car chase scene in The French Connection starring Gene Hackman.

The chase scene in The Bourne Identity is cool too.

I don't care what was voted the best. In my view, the answer is New York City. The chase scene in the Seven-Ups where Roy Schieder crashes into the back of a parked tractor trailer is the best I ever saw.

There is a film of a racing driver getting through Paris in a ferrari without any of the roads closing. Its called C'était un Rendezvous
and was filmed in 1978. At times he hits about 140mph, so thats pretty amazing to see.
But it could well be Bullit (SF, as said above) or Ronin (also said above, and in Paris, as said).
