sometimes people use word '' personally'' when talking about something so why use word personally.

Saying "personally" is a way of letting you know that the next thing they are going to say is their opinion.
An example of this is: Personally, I think that bald eagles shouldn't be endangered.

Another way of using this word, is as a way to let you know that they have experienced the thing they're talking about.
An example of this is: I personally know what you're feeling, my dog died last year, and it was tragic.

just to add emphasis to the fact that its a personal opinion so as to avoid offending others or to state an example

You use it saying that you have been there done that or it is your opinion. Hope that helps.
