Back and white movies continue to be made as foreign films, art movies and independent films for effect. So the last black and white movie has not been made.

People still make black and white movies. Perhaps the answer you're looking for is when the first color movie was produced.

They're still making them, for an artistic statement, though, not out of necessity. "The Good German", starring George Clooney and Cate Blanchett just came out at the end of 2006 and it was in black and white.

You mean before "COLOR" movies were invented or just in general?

There's been lots of post-color film black and whites....off the top of my head I can think of Rumble Fish (Matt Dillion) and Dead Men Don't Wear Plaid (Steve Martin)

a better question is when was the first colored movie made? In 1938 the Wizard of Oz, half B&W and half in color. B&W is still being made

They still are being made...usually for 'arty' purposes.
