Yes, there is a small catfish that is called the panda cory. It is a shy, small bottom dwelling scavenger that will help clean up uneaten food that is missed by the other fish in an aquarium.
It is light colored and has black splotches around the eyes (like a panda bear) and one toward the back near the tail.

The only fish I can think of called a panda is the Panda cory catfish - and yes they have fins.
