cant rate anyone and some times I can see a thumbs up next to an answer, look again and its gone

Yes, I've noticed this too. It's been bugging me!
I can rate some answers and not others and then the thumbs up's are vanishing!
It's very annoying!
I've just experimented with the answers to this question and It's let me rate all but 3 of them. Weird it is!

I think its cause 2 people are trying to rate the same person at the same time. It happend to me and I just returned and was able to rate. Good Luck.

That would be a glitch in the system. Yahoo just can't handle the volume at times.
