"blessed be" is just another wiccan greeting-parting, like
"merry meet, merry part, merry meet again" or "Bright Blessings".
The same way a devout christian might say "God Bless" or "have a blessed day"
A discordian might say "mary's meat, mary's parts, mary tyler moore"
Lab Grrrl brings up a great point..."Blessed be..." it is the part of the traditional ritual preperation known as the fivefold(sometimes known as the 8fold) kiss...

It is pretty much the same thing as a Christian saying "God Bless" or simply "goodbye and Good luck". Some of us simply use BB, which could be Blessed Be or Bright Blessings. I guess it is basically being polite and is nothing more than wishing someone well.

Some Wiccans are called Witches, because the religion of Wicca was called Witchcraft when it was created in the mid-20th century.
Blessed Be refers to a specific Wiccan subritual called the Five-fold kiss, but many Wiccans use it as a greeting.
In my opinion, the bulk of Wiccans who say it outside of the Wiccan community do without understanding what it means, where it comes from or what it implies.
Unfortunately, in Wicca, there are as many Wiccans who do not understand their faith as there are in other religions (how many Christians, for example, do you know who really know squat about what is in the Bible?)

Most witches are good and I have no problem with them. The ones who use their abilities for selfishness, however, are definately on my s**t list. Blessed be is a positive statement of good will intentions.

Some in older traditions may say other meetings and leavings. One from those called Witches because they worked with Herbs or were Midwives during the burning times would have said "May thee see tomorrow."

it is a standard greeting between us.
there is also the less popular "Magic Happens".
It is also one of thoes things that will alert other Pagans to the presence of a pagan in general conversation.
if somebody says bless you to me when i sneeze, and i resopne thank you blessed be. they (most likely) will accept the thanks and not know that i just invited every pagan in earshot to say hello at a later time. it is an easy way to meet like minded people.
and considered a very polite gesture bymost of us.
