in sort of arranged marriage after knowing the person in long distance relationship for 2 1/2 years (just phone conversations). He turns out to be horrible person in person (talks vulgar, does online webcam chats with other females etc after marriage).
She regrets not only marrying him but regrets more having sex with him. She saved herself for marriage but he did not respect that. She feel why did she marry and saved her self for such a horrible person (which she learnt after marriage).
She can not get over the fact that she slept with such a horrible person and regrets the sex part the most. I told her if she married then it was obvious she wud have to have sex but still she keeps regreting the sex part the most.
I dont know how to counsel her in this matter.

She sounds like she's really in mourning about her lost virginity and that makes sense. She needs to speak with someone who can help her make some difficult choices and help her get past through the grief.
As a friend, just be there to listen. It sounds like it would be best for your friend to speak with someone objective like a counselor to work through this.
