Depends on what a major city is? Chicago (8 million people) is definetly cold. So cold for several weeks, that the snow can't melt But they know how to handle it there and the roads are cleared within 12-24 hours. Then there is Mineapolis a little further north and little colder than Chicago. But the worst has to be Michigan or upstate NY because of the lake effect snow. I saw on the news that it snowed everyday for month straight in Syracuse. Lake effect snow just makes so much more snow. Like Chicago would get an inch of snow and NW Indiana would get a foot. So my vote is anywhere near the Great Lakes.

This answer will vary from person to person. But everyone should agree that the weather from year to year can vary significantly. This year's worst may not be next year's worst. In 2006 the worst state that got hit was Colorado, with 3 back to back Blizzards. In 2007 so far the North east has gotten it bad, where ppl have to shovel snow off of their roof before their roof can cave in.

It depends on how you define "major city."
In my opinion and having gone to Temple University, Philadelphia is terrible in the winter.
In The Lion, The Witch and The Wardrobe, the White Witch makes it "Winter but never Christmas" and Philadelphia is like, "Winter but never WINTER"
Like, there is no real snow to ski or make snowmen, except for the 2-3 times a year, and then everything closes, and the rest of the time everything is dead and brown and filthy, without a snowfall to make it look halfway decent.
I like winter, and Philly winters are like rain and ice and raining ice. ICK.

Detroit is bitterly cold during the winter, and those snow squalls off of Lake Michigan and Huron do get nasty. Also, we have seen more and more ice storms recently. We were hit hard by the storm of '74, blizzard of '05, Ice Storm of '07, and a storm in the 1800s that dumped 2 feet of snow over the area.

I would say Colorado, since I live here and all and we had a HORRIBLE snowy winter!!! For 8 weeks straight, we've had snow on the ground :/
I think New York gets some bad snow storms too though.

I stay in New England so once I went to Lisbon in the iciness it wasn't that undesirable. a sprint chilly. style of like the mid Atlantic states in the iciness. the malls will nonetheless be open (they do have siestas- that are long lunches so as that they could be closed from midday til 2). vacationer factors of interest could nonetheless be open. it could additionally be much less crowded than in the summertime.
