can you use a waterbed heater for heat under trays of growing medium for starting plants?

Sure. The element should be covered completely with something that will absorb the heat somewhat and protect the heater, like a sheet of drywall and you need to get the probe for the t-stat where it will read correctly. The biggest problem would be overheating, not too little heat.
