i don't know if there is a legal limit but if customers have to leave to go to the loo they wont come back. but if they can go tolet without leaving then they may order another up/ piece of cake ect.

If i am eating there, one seat. Why would i go to a place to eat food, where I could not wash my hands first? and If i have to use the toilet, why would i want to leave a cafe in the middle of the meal to go somewhere else?
You dont have a cafe, you have a take out bar.

Your first seat is the loo, If you get busy you can give them a tray and they can sit on the loo.
You do not need to provide loos if you are in a complex as the complex should have WCs.
If you are not in a complex and have no loo your down the drain.
Where are you going to pee?
One more thing don't forget the sink in the WC as you will need to wash your hands soap and paper towels also.
I would not want to be served by somone who does not wash their hands after spending a penny or two. Would you?

in the uk you dont need any customers!! if you are a registered cafe' business then you need a toilet to trade. However if you are a mobile burger bar etc then you do not need any facilities at all regarding toilets etc,

Even if there was only ONE seat, you would still need a toilet. Even if you weren't letting the customers use it, you'd still need one for the staff, but you'd be obliged to provide facilities for customers, too.

You gotta have a toilet. That is because you cannot tell any customer you have invited to stay and eat that they cannot use the employee's toilet and they are going to KNOW the employees have a toilet even if they don't.
Your employees don't have a toilet??!?
That is hard to believe.

one - but if you are within a certain number of feet form a public loo (which is guarantedd to be open at all times the cafe is ) you don't need one for the public.
