Get ready for this: what they're going to do is approve the funding, but require that troops be FULLY trained AND equipped, have had a FULL YEAR stateside between combat tours, and that tours not be extended past a year, and that soldiers no longer be involuntarily retained under the "stop-loss" policy.

I predict that this Congress is not gonna get anything of substance accomplished.
