Tracking cookies are used to track your web browsing habits and even more . If privacy is a concern then it's best to rid of them as soon they are detected. If you choose ignore it will just leave the cookie there and do nothing about it. Next time you scan your computer the cookie will show up again and you will be presented with the three choices (Ignore, Fix, and Exclude) again. If you choose fix, it will remove /delete the cookie once and for all. the cookie will only appear again if you go back to the web site you first got it from. Use this method to remove unknown cookies or tracking cookies. If you choose exclude it will simply do nothing about it and leave it there. Next time you scan the computer it will not show up in the scan because you asked the program to ignore that particular cookie. This option is used to keep cookies installed from web sites that we trust such as our bank's web site or a well known web site that is often visited

You went to a website that had a banner ad and the banner set the cookie. The cookie is not evil and it will not harm you. But it is (IMO) an invasion of privacy. You can change your cookie settings to not allow "third party" cookies. But don't disable Norton as it is probably a good thing to have.

Tracking cookies are a pain, get enough of them and they'll slow your internet connection as they all try to dial home.
It got on your pc because web site owners have to pay for their sites somehow and we all want stuff for free. So they can get paid to do market research on your browsing habits.
Try using Firefox web browser with the Ad Block plug in. Add some anti spyware and you'll never be bothered with tracking cookies again.
You need all these anti spyware programs;
http://www.ewido.net - AVG(Ewido) anti trojan.
http://www.safer-networking.org - Spybot Search and Destroy anti spyware. Use the Teatimer settings to protect Internet Explorer, and the Immuniser to stop malware getting on your pc.
Spywareblaster works with Internet Explorer and Firefox. It won't uninstall spyware that is already on your pc, but it will prevent hijacks and other malicious changes to your browser.
http://www.javacoolsoftware.com
Plus;
http://www.lavasoft.com - Ad-Aware SE Personal anti adware
http://www.mozilla.com/ - Firefox web browser.
https://addons.mozilla.org/search.php?q=ad+block&type=A&app=firefox - Adblock Plus
http://www.ccleaner.com - Cr*pcleaner Registry cleaner and privacy tool
If it turns out to be difficult to remove, you may need to switch off System Restore as back up files may be hiding in there, and it will just restore itself. Go to Start - programs - accessories - system tools - system restore.
Run your anti spyware in Safe Mode. To get into Safe Mode repeatedly press the F8 key after the bios screen loads but before Windows loads. You'll know if you made it because the screen will be at 800 x 600 and your pc will be slow.

You've been infected. Sorry! If you have programs like Adaware, Spybot Search and Destroy you maybe able to get rid of it. If you do not have these or anti-spyware programs the ones mentioned are free to download and are pretty good. I also like Spyware Terminator also free. Get one or all of those programs and run them to see if they can clean you infection. No one program can clean all out the infections that are out there so that is why I have those mentioned above.
