What would help newer bands get their start?

I want to help new bands get their start, but I need to know what they really need help with. I know cds are expensive and that always a problem, but what else? Welcome all ideas...

Start with good music.

Battle of the Bands . If not on regular tv , then can be started on
cable tv . The more airtime per band means more publicity for
their music. Invite people in the industry to the Battle of the
Bands so that they can hear them .
Free Publicity can do wonders. Word of mouth can still work
wonders of good bands that play good music.
