Most photo edit packages have a set of options, or Tools. Photoed.exe, one of the oldest Windows OS packages has an "Effects" menu, with a "Texture" option, and you can select "Canvas" as an option. For my money, that is a portrait from a picture. Exactly what you asked for. Adobe photoshop can do this too, as can most photo edit packages.
