I have a security program that tells me when an outside source is attempting to access my computer, but it doesn't tell me who the owner is, just the ip address.

Go to www.arin.net (American Registry of Internet Numbers) and type in the IP. It will give you the owner of the IP (The actual ISP provider and location). Since ISP's assign Dynamic addresses, the only way to find out who the address is leased to at the time is to contact that ISP with the IP address and the time it happened and report abuse (if that is the problem). If it is not a real problem they will be unlikely to help you, but at least you will have a rough idea where it is coming from.
