The universe as we know it is not a perpetual motion machine. It must be doing some kind of work to continue to expand on whatever is outside the universe. The universe must follow the laws of thermodynamics which would prevent it from being a perpetual motion machine. The vibration of subatomic particles in an atom is no more of a perpetual motion machine than a mass bouncing up and down on a spring. The vibrations of subatomic particles are nothing more than harmonic oscillations.

Well, the word universe, as we use it, encompasses everything in existense. so if it's in perpetual motion, some things inside it must be too. Also, all atoms are always vibrating to some extend. So atoms would be considered a pmm as far as I can tell.

Considering your question in relationship to the universe from the grand plan perspective,if you believe we have souls that are eternal then the substance of our being is perpetual.The laws of physics apply to the natural state of the world.However many times it took an apple smack on the noggin for Newton to gain any understanding of gravity is not known but he and those whom have followed limit their understanding to the confines of the natual laws.Gravity is real and i would not step off a building in defiance to disprove it yet,i believe that there are forces availible to supersiede them.Look at the miracles in the Bible.
