How come Carlos Alazraqui (Deputy Garcia) isn't in the Reno 911! movie?

And if he is, then how come he isn't in the ads? Is he gonna be on the TV show anymore? What's going on? How can they do the movie without Garcia? Lord help me, I love that racist idiot Garcia! And even with that lame haircut and 'stache, Carlos Alazraqui is hhhhhot! I dig older funny guys, what can I say? The other characters are in the movie. What's up with Garcia?
