The doctor will prescribe nose drops its just salted water which keeps the baby's nose clean.this helps your baby breathe more easily.I had the same problem with my baby boy.You could phone NHS 24 and ask them where a Sunday chemist is open and see if you could buy this over the counter.I also used the Sudafed plug in room vaporizer which was great.. You could also try other things like taking your baby into the bathroom and filling the room with steam. You can also buy another little gadget from the chemist that you put up your babys nose and it sucks the Flem out I cant remember the name of this device but the Pharmacist will know what it is. Good luck.

Try using an aspirator.. a sucking device that has a tube and bulb on it that sucks out mucus from child's nose. If you cant get anything out, try using a vaporizer and keeping moist air in the room... or take her into the bathroom when someone is taking a hot shower... moist air helps. she is old enough to try to just use a sippy cup or regular cup for her to take sips. good luck.

Turn your shower on super hot. Sit on the toilet with your baby and close the door. The steam should help losen up her nose. Good luck. (Also, try letting her just drink out of a cup, you will need to help her but she should be able to do it.)

Get saline solution from your local pharmacy, comes as an infant nasal spray....Could also use those bogger sucker thingies from the infant store....don't know the actual name of them.
7 mth babies can also be given tylenol........
I would also try a humidifier in the bedroom....
Hope this helps out.
