The province was Manitoba, which is in the center of Canada, just north of Chicago, I think Central Standard Time. Im trying to learn more about my astrology chart according to the more accurate Jyotish Vedic Astrology, and I need his info to do that.

Daylight savings usually ends at the end of October beginning of November, so it should have been in effet on 1 September.

The best sources for historical time zone information are:

(1) the tz database, sometimes called the Olson database. Unix systems use it to compute time stamps. According to the Olson database, DST was in effect from the last Sunday in April to the last Sunday in September in Winnipeg in 1954.

(2) Astro Dienst has an online historical time finder.
