Adam, it's normal.
You're what is called a "grower" and not a "show-er".
While soft, as long as you can use it to urinate it works perfectly fine! What matters is the erect size, since you'll be using that for sex and reproduction.

Exactly the same dude, only 1.5 inches limp, 7 hard.
But no one ever complained and I have been in bed with more than 100 girls (I'm in my forties, time is an important matter)
